Undercover Investigations And Arrests Regarding Complaints Of Public Indecency At Various Forest Preserves In Winnebago County

 NARRATIVE:  Over the past two weeks, Winnebago County Sheriff’s deputies have conducted undercover investigations in response to complaints of public indecency in several forest preserves.  Based upon that investigative effort, 15 people have been arrested for criminal offenses associated with this activity. The following individuals were arrested at Espenscheid Forest Preserve (4800 S. Perryville Rd.) for the listed charge(s):

• Farley D. Mullins, 54 years old, 5158 Philips Dr., Freeport, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/13/13
• Louis H. Mielke, 63 years old, 220 Beacon Dr., Belvidere, IL-Charges:  Battery/ Resisting Arrest-Bond $1500.00  Arrested 05/13/13
• Jerimiah S. Nottingham, 37 years old, 3024 Benedict Dr., Poplar Grove, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/15/13

 The following individuals were arrested at Blackhawk Springs East Forest Preserve (5801 S. Perryville Rd.) for the listed charge(s):

• Jack R. Manley, 74 years old, 11077 Morning Dove Ln., Belvidere, IL-Charge:  Battery-Bond $1500.00  Arrested 05/13/13
• Clyde A. Lipp, 58 years old, 1408 4^th Av., Sterling, IL-Charge:  Battery-Bond $1500.00  Arrested 05/15/13
• Kenneth Haak, 70 years old, 6833 Redansa Ln., Rockford, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/20/13
• Ronald A. Henze, 70 years old, 2031 Running Deer Ln., Freeport, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/23/13
• Lance A. Caldwell, 42 years old, 3780 Capron Dr., Rockford, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/23/13

 The following individuals were arrested at Kishwaukee Gorge Forest Preserve (4643 Blackhawk Rd.) for the listed charge(s):

• Jerald A. Hyland, 53 years old, 324 Allen St., Belvidere, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/15/13
• Rick A. Larkins, 53 years old, 5970 Bow Tr., Rockford, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/15/13
• Skylyn W. Pratt, 43 years old, 3208 West Gate Pkwy., Rockford, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/20/13
• Paul M. Albers, 48 years old, 377 Carnahan Rd., Compton, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/23/13
• Keith J. Hall, 77 years old, 2405 Benderwirt Av., Rockford, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/23/13

  The following individuals were arrested at Kieselburg Forest Preserve (5801 Swanson Rd.) for the listed charge(s):

• Patrick A. Aimers, 52 years old, 11091 Jasmine Dr., Roscoe, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/16/13
• Brian K. Raymer, 55 years old, 12101 Ventura Blvd., Machesney Park, IL-Charge:  Public Indecency-Bond $1500.00  Arrested 05/21/13

  The Winnebago County Sheriff’s Office provides police services to the Winnebago County Forest Preserve District by contract.  These types of investigations will continue as needed to address this type of activity. These criminal charges are only accusations and these subjects are presumed to be innocent of the charges unless and until future court proceedings establish them to be guilty.
