Undercover Investigations And Arrests Regarding Complaints Of Public Indecency

 NARRATIVE:Over the past two weeks, Winnebago County Sheriff’s deputies have conducted undercover investigations in response to complaints of public indecency in several forest preserves.  Based upon that investigative effort, 13 people have been arrested for criminal offenses associated with this activity. On October 2, 2012, three individuals were arrested at Blackhawk Springs Forest Preserve (5360 S. Mulford Rd.) for the listed charge(s):

• Carl E. Steele, 78 years old, 5340 Forestview, Rockford, IL-Charges:  Public Indecency/Resisting a Police Officer-Bond $150.00
• David E. Walters, 71 years old, 1388 Livingston Dr, Rockford, IL-Charge:  Public Indecency-Bond $150.00
• David W. Miller, 39 years old, 502 Beech St. #53, Savanna, IL-Charge:  Public Indecency-Bond $150.00

 On October 3, 2012, two individuals were arrested at Kieselburg Forest Preserve (5801 Swanson Rd.) for the listed charge(s):

• Dennis M. Klaas, 58 years old, 9804 Double Ditch Ln, Roscoe, IL-Charge:  Public Indecency-Bond $150.00
• Allen F. Beohm, 60 years old, 12195 Rae Ann Dr, Roscoe, IL-Charge:  Public Indecency-Bond $150.00

 On October 4, 2012, two individuals were arrested at Espenscheid Forest Preserve (4800 S. Perryville Rd.) for the listed charge(s):

• Frank D. Barraco, 67 years old, 3769 Springwheat Dr, Rockford, IL- Charge:  Public Indecency-Bond $150.00
• Matt W. Powers, 34 years old, 5850 Colleen Dr, Rockford, IL-Charge:  Public Indecency-Bond $150.00

 On October 4, 2012, one individual was arrested at Blackhawk Springs Forest Preserve (5360 S. Mulford Rd.) for the listed charge(s):

• Cesar R. Rodriguez, 37 years old, 619 Island Av, Rockford, IL- Charge:  Public Indecency-Bond $150.00

 On October 5, 2012, two individuals were arrested at Kishwaukee Gorge Forest Preserve (4643 Blackhawk Rd.) for the listed charge(s):

• Kevin D. Nitz, 56 years old, 2218 Pinedrop Parkway, Rockford, IL- Charge:  Public Indecency/Aggravated Resisting Arrest-Bond $5000.00
• Robert F. Leonhardt, 56 years old, 416 N Horsman St, Rockford, IL-Charge:  Public Indecency/Battery-Bond $150.00

  On October 8, 2012, two individuals were arrested at Espenscheid Forest Preserve (4800 S. Perryville Rd.) for the listed charge(s):

• David H. Lockett, 55 years old, 2942 Hanson St, Rockford, IL- Charge:  Battery-Bond $150.00
• Robert Martinez-Ruvalcaba, 41 years old, 7110 Farmhome Ln, Cherry Valley, IL-Charge:  Public Indecency/Resisting Arrest-Bond $150.00

 On October 8, 2012, one individual was arrested at Kieselburg Forest Preserve (5801 Swanson Rd.) for the listed charge(s):

• Brad L. Nelson, 56 years old, 48 Porter Oaks Dr, Roscoe, IL- Charge:  Public Indecency-Bond $150.00

 The Winnebago County Sheriff’s Office provides police services to the Winnebago County Forest Preserve District by contract.  These types of investigations will continue as needed to address this type of activity. These criminal charges are only accusations and these subjects are presumed to be innocent of the charges unless and until future court proceedings establish them to be guilty.
