  On Wednesday August 1, 2012 members of the Winnebago County Sheriff’s Police Narcotic Unit conducted a narcotic investigation which resulted in the arrests of Antwon D. Smith (male DOB 12-22-77/32yrs old) of Rockford and Stephanie A. Paniaqua (female DOB 1-1-78/34 yrs old) also of Rockford. Smith and Paniaqua were arrested in the parking lot of a business in the 3100 block of 11th St. at approximately 5:20P.M.as they attempted to deliver a quantity of cocaine. Smith tried to flee as deputies were taking him in custody and resisted during the arrest. Smith was charged as follows:-       Violation of the Illinois Controlled Substance Act (possession with intent to deliver 15-100 grams of cocaine.-       Resisting arrest.-       Aggravated Battery to a Police Officer-       Possession of cannabis/less than 2.5grams-       Criminal damage to Government Property (damage to official vehicle)-       Violation of the Illinois Controlled Substance Act (possession with intent to deliver 1-15grams of cocaine). Paniaqua was charged as follows:-       Violation of the Illinois Controlled Substance Act (possession with intent to deliver 15-100 grams of cocaine.-       Violation of the Illinois Controlled Substance Act (possession with intent to deliver 1-15 grams of cocaine). Smith and Paniaqua were lodged in the Winnebago County Jail. The charges against Smith and Paniaqua are merely accusations. They are presumed innocent unless proven guilty in court.
