  On the afternoon of Monday August 20, 2012, Deputies of the Winnebago County Sheriff’s Police Metro Narcotic Unit, Agents of the United States Drug Enforcement Administration and the Illinois State Police executed a search warrant at 2954 Lapey St, Rockford, Illinois for narcotics. During the search of the residence items and chemicals used in the manufacture of methamphetamine as well as methamphetamine were recovered. There was a fourteen year old child in the home at the time of the warrant execution. The resident of the home, Thomas Joseph Hill (DOB 8-6-72/ 40 yrs old) was taken into custody and transported to the Criminal Justice Center and placed into a holding cell in the Detective Bureau. Hill appeared to be under the influence of narcotics and was monitored and observed hitting his head on the wall of the cell. He was transported by Rockford Fire Department ambulance to Swedish American Hospital for medical examination and subsequently released and lodged in the Winnebago County Jail. Hill was charged as follows:   -Violation of the Illinois Controlled Substance Act:-       Possession of Methamphetamine with intent to deliver/less than five grams-       Unlawful Possession of Methamphetamine Manufacturing Materials-       Participation in Methamphetamine Manufacturing  -Violation of the Cannabis Control Act -Endangerment of a child due to Methamphetamine production  It should be noted that the charges against Hill are merely accusations. He is presumed innocent unless proven guilty in court. Hill was lodged in the Winnebago County Jail.
