  During the month of May 2012 at least eighteen incidents of Criminal Damage to mail boxes have been reported to the Winnebago County Sheriff’s Department and the Rockford Police Department. Explosive Devices (commercial fire works) were placed inside of the mail boxes and ignited, causing heavy damage to boxes. The incidents have taken place in various sections of the County to include Rockford and Machesney Park. An investigation conducted by detectives of the Winnebago County Sheriff’s Department and the Rockford Police Department has led to the arrests of two subjects. Both were taken into custody on May 18, 2012 The State’s Attorney’s Office has authorized charges against: -1 Jeffrey J. Valentine (male/ DOB 2-8-90/22yrs old/ Rockford, Illinois). -2 Kyle A. Foster (male/ DOB 5-25-89/22yrs old/Rockford, Illinois). They are both charged with: -       3 counts of Criminal Damage to Property The charges against Valentine and Foster are merely accusations. They are presumed innocent unless proven guilty in court. Both Valentine and Foster were lodged in the Winnebago County Jail.
