Information: Heroin Organization Arrests |

During the past several months Winnebago County Sheriff’s Detectives have conducted an undercover investigation into a heroin distribution organization operating in the city of Rockford. During the course of this investigation several arrests of street level dealers were made and multiple packets of heroin recovered. The heroin was packaged in aluminum foil and sold as “dimes” ($10.00 packets). Users would contact cell phone numbers and runners would deliver the heroin within a matter of minutes to locations through-out Rockford. It is estimated that this organization was selling between 500/1000 “dimes” ($10.00 packets) per day. As a result of the investigation the following arrests were made this week: -1 Steve M. Harris (male Dob 2-24-75/Machesney Park,Illinois) -Calculated Criminal Drug Conspiracy -Criminal Drug Conspiracy -Traffic ChargesBond $250,000.00 -2 Jermaine Harris (male DOB 02-03-79/Rockford,Illinois/brother of Steve Harris) -Violation of the Ill. Controlled Substance Act (possession of heroin with intent to deliver) -Calculated Criminal Drug Conspiracy -Criminal Drug ConspiracyBond $250.000.00 -3 Latonia S. Partee (female Dob 05-07-71/Machesney Park Illinois / wife of SteveHarris - Unlawful Use of Weapon by FelonBond $50,000.00 The charges against the above listed individuals are merely accusations.
